S&P decreased the rating on Bulgaria's foreign debt to BBB/A-3 with negative perspective, Investor.bg. Five projects will start in Bulgaria in 2009 with state loans and guarantees up to 874 million euro. The government decided two of them to be funded by state loans up to 47 million euro and three to be supported with state guarantee up to 827 million euro.
